flatherskevin/semver-action: Bump current semantic version based on Git tagging

I made this GH action that handles creating a semantic versioned tag on a repository. I know the actions like release-please exist, but it can be rather challenging to convince large engineering teams to adopt standards like conventional commits. The action is currently meant to be low frills and just versioning and tagging. Feedback is welcomed!
