Ask HN: What are the US-supported Ukrainian biolabs actually?

I am not American but as I understand from Ukrainian sources the US has been helping Ukraine safely decommission dangerous Soviet-era nuclear, chemical, and biological facilities since the fall of the Soviet Union.

But Tulsi Gabbard who has a background in US military intelligence and has been nominated to the next US director of National Intelligence claim these US biolabs are actively developing new pathogens, including COVID-19.

I’m sorry to ask here but nowhere else on the Internet has the maturity to discuss this.
